Hamsters are carriers for the bacteria that causes wet tail which is dangerous to ferrets - Esp those with IBD. But hamsters are okay to feed frozen. So MY Q is - how LONG do they need to be frozen before they are safe to feed?

I'd say go the same route as you would with wild meat. Minimum 2 weeks in a deep freeze, or at least a month in a fridge/freezer.
