The board stuff i think your talking about has cardboard or paperboard underneath it. I used it to line the floor and it was slowly falling apart.
Why not leave it on the concret, or maybe use tile. concret is easier to powerwash and clean than anything else.

What about getting a dog/cat bed to cover most of the concrete, and cover it with blankies?

well for now I have covered the floor in bark (i had some left over from the garden). They love to dig and burrow into it, ill put some pics on soon. I didn't like them on the concrete all the time- don't know why, it looks boring and I think its quite hard on their little feet.
I really wanted to use the artificial turf :-( i thought it would look good but never mind. x

Just as long as the bark isn't cedar, or other resinous wood, it should be fine.

I bet a large piece of outdoor carpeting would work. We rented a house that had that in my bedroom and the ferrets couldn't scratch and the messes were easy to clean up. They also make them in rugs so you could take the rugs out and hose them down.

Wow! That is a great fert house. Watching freecycle (or the equivalent in the UK) might lead to flooring, and you could experiment with different types with no expense except the gas needed to pick it up.
