I have recently acquired two 1 year old ferrets that are bonded brothers around 2 weeks ago and this past few days the more dominant one of the 2 is just constantly holding on to the others ear and dooking he makes the other one scream and whine he will just constantly hold onto his ears of scruff and try to move the other one and drag him etc is this a problem? I have noticed red marks on the ferrets ear but not to serious the other ferret hisses at him but he holds on anyway

I think I saw that your two are still intact? Could be fighting due to hormones... I haven't ever had two intact males together but that would be my best guess. You may need to separate them until after they are neutered.
The beginning stages of adrenal disease can also manifest as aggression, but given their age that is not terribly likely.

He’s dooking when he’s doing it as if he’s excited by it so I’m not sure if he’s trying to just initiate play but the other one doesn’t want too so it’s causing a upset I’m not sure as for adrenal disease how likely is this at the age of 1 ?

almost for sure it's not adrenal by their age. intact males will beat each other up/play rough, and it could get nasty. they are at prime breeding age.
