when my female did that, it turned out she had a little hemorrhoid. The vet recommended (alcohol free) witch hazel.

You can also use a wee dab of prep H to soothe it. I'm not sure what process you are at in your switch, but if he's not eating much, if any, bone yet, you might want to consider adding some pumpkin to help firm up the stools.

im going to dab a bit of prep h on it when steven brings it home, he will be getting some extra pumpkin tonight. i dont see blisters or any cuts or anything so that is good, its a bit dirtier then it should be so im going to let him have a warm bath soak then prep h him and see how he is later. does that sound like a good plan?

Sounds like a plan to me When Lucrezia would start with that, we'd check her bottom(she had a tiny prolapse, but nothing to be concerned about). We'd prep H, or vaseline it, and gently push it back in slightly, and give her some cage rest for about 15-20 minutes to let it relax. It can happen when they have nothing to really "push" against(no bulk to the stool) when they are having a bowel movement, and wind up straining harder than they have to.
