Two questions: above you mentioned pill bottles, this is on the acceptable list? Second, no hot glue, but what about the feathers themselves? I know they eat DO chicks lol (not mine, but in general) but I have a cat toy with feathers. I'm worried about them eating the feathers. Should I be?

Pill bottles are fine as long as you clean them out well Mine love feather teasers - though they don't eat whole prey. They've never shown any signs of wanting to eat them. I find with ferrets most toys require supervision

Pill bottles are on the allowed list. As long as you clean them thoroughly with soap/water and rinse them Very well to remove any medicine residues. Feathers are okay, just watch for hot glue globs that they might find and chew.
