Standard paracord is 550 pound test. The weak point in an application like this is going to be the fasteners not the cord.
Test your buckles, and weave snug so the resulting plait isn't loose and stretchy and you should be all set.

Awesome! Penny can get out of any harness I've tried so far. Bianca is so small and looks totally lost in a harness. If you sold these, I would buy one (and probably more if the first worked out well)

Also a lighter or open flame of some sort is needed to singe the cut ends of the paracord to prevent it from un-weaving.
