Some have rat tail every summer. As long as it comes back in every winter no issues. Is it only from the tip up that it sheds? If ever at the base of the tail odds are you are dealing with adrenal. Yeah, just the very tip. Decided to take her in the shower with me and let her soak in warm water for awhile, massaged in some good soap, looks a lot better now, I don't see anymore blackheads (helped get rid of some pesky medicine resistant fleas too). She always have had blackhead issues with the tip of her tail there, no idea why. She is still overweight and has a hard time reaching some places. I have to hold her tail so she can groom it.

Cleaning doesn't make any difference as to when the fur comes back. I used to faithfully wash my rat tails until the fur came back in. Same as the ones I didn't wash after a while. It comes back next shed
