I was just wondering (and i hope i' am not setting myself up here) but sometimes my one ferret will back away or even sometimes run when i come towards him... my other ferret doesn't do this! its like hes scared of me or something!! other times (and usually when i come home) he comes out to greet me no matter how sleepy he is... he will also come out, come up on my bed to say hi. but then other times (like today) he was backing up being a weirdo!

Sounds like he is asking you to play! He wants you to chase him.

Is he turning tail running and hiding and not coming back out, or running backwards?

If he was actually frightened, his tail would poof. Maybe its just that he doesn't see real well, and is unsure of who is coming toward him. If you speak and reassure him, does he still run? Mine will do this as an invitation to play, but they look like they want to play, and they dance around.

When mine scurry off fast I chase them down and they go absolutely crazy jumping around. The first time it happened it startled me and I tried to pick one of them up for cuddles and that's when he let me know that it was play time, not cuddle time. One the couple of occasions that. Have actually startled them I've noticed that either they get puff tail OR I have seen them tail tuck, at those points I know I've genuinely startled them.

he just kinda backs up away slowly... he does love when i chase him. i just found it weird that he does this sometimes, and he totally knows its me too.
also... doesn't a poofed up tail mean they are excited? Because if not then i highly misunderstood them when i take them for walks! lol because those tails POOF up when they get outside. there are times they want up and they tell me, but not because of a poofy tail, its because they are tired.

Poof tails do indicate excitement but it can also indicate fear, fear is a type of excitement after all. We can't just look at tails we have to observe them as a whole to understand, or try to understand their body language. Poof tail along with screaming or hissing, scurrying frightfully looking for aplace to hide is completely different from proofed tail, new toy or place dancing about.
If he is just scurrying off and you don't see other signs like refusal to come out if hiding, hissing or any other stuff then I wouldsafelygyess he wants to play. If you see these other things then you could try like calling out him gently before going into the room or some other way of letting him know you are there.

The next time he is doing this "backing up" try either shuffling your feet quickly toward him and then immediately away. That should say to him "chase me too".
