Most of the time I think that their fine but when two of my ferrets encountered packing peanuts for the first time they tried to eat them. It was the ones that look like Cheetos, these. I don't know if it makes a difference but you may want to make sure to keep a close eye on them and make sure that they know not to eat them.

The shape and materials may vary, but the only packing peanuts ferrets should be allowed to come into contact with are starch based ones (which dissolve in water). Even with that kind I have to supervise mine if I give them some to play with because one of the ferrets took a liking to licking/eating them.

The other foam peanuts are not good but some ferrets even like tasting the starch ones so keeping an eye on them is necessary. Some people get them on line, Dr Fosters I think. I just get them at the local stationary store ciao

I have a fair amount of packing supplies since I sell online but I don't think that peanuts that we have are starch. I can just put those up where they can't reach them and look into starch ones.
