Trying different options for litter, have used shredded paper.. waffles seems to hate that, starting going out of the box inside the cage more often, got more commercial paper bedding which is what the pet store had him on, but wondering if there is a litter that's good for both my cats and the ferret so I can buy in bulk and save a bit. Just got Freshstep Crystals (no clay) is this safe or would he possibly eat it and/or just wanna play in it?

I recommend both World's Best Cat Litter or the Blue Buffalo Walnut based litter.

My concern with that is if he ingests it, that it would swell in his tummy causing a blockage. I also use Swheat scoop and would use worlds best if it didn't cost so much

Some people also use wood pellets for wood stoves but I find they are messy and don't manage the smell well. They are cheap though. Though World's Best and the Blue Buffalo are expensive, I think the price is deceiving. It clumps very effectively so that if you sift it well with a good litter scoop it acutally lasts a long time before you have to change out the whole litterbox. The key is to use a deep enough layer in the box (I use about 3/4 of an inch).

I thought clumping litter was bad? Sorry just new. If he doesn't eat it it should be fine then? Crystals seem to absorb wet and leave solids well.. just can't go threw the paper bedding like I have been

The clumping issue refers to clay litters. Not that long ago clay WAS the only clumping one, so "clumping litter" was a real no-no. Today there are safe ones. By ingesting I meant even cleaning it off his paws or behind if it sticks there. Mine will also stash meat in the box from time to time then eat it. So they don't have to sit there chowing down on the litter to ingest.

I used to use product called yesterday's news. It was made of paper. However, now I just line litter boxes with 3 sheets of paper towels. All the places that my girl likes to pooh at, I put a litter box there. The paper towels that you can pick a size will be bigger and will cover the bottom better. You can get cheap paper towels that says strong and absorbent, which are good. I let my baby have access to all of house. I probably have six litter boxes out and a few potty pads and pillows thrown in strategic places--like corners.
